Cabinet approves Draft Budget for fiscal 2021-22

Raipur, Feb 13: Ahead of the upcoming Budget session of Chhattisgarh Legislative Assembly, the State Cabinet on Saturday gave approval to the Draft Chhattisgarh Appropriation Bill, 2021 for the presentation of the Budget Estimate Year 2021-2022 in the Legislative Assembly as well as the draft of Governor’s speech for the tenth session of the Chhattisgarh’s Fifth Vidhan Sabha, February-March 2021.
Cabinet has also approved the draft of Chhattisgarh Appropriation Bill, 2021 for the third supplementary estimate year 2020-2021 in the Legislative Assembly.
Briefing media persons with the decisions taken at the meeting, the Cabinet Minister Ravindra Choubey said that Cabinet has decided to constitute “Bastar Fighters” Special Forces in all the districts of Bastar Division.
Similarly, the Cabinet has decided to implement “Rajiv Nagar Awas Yojana” in all the districts of the state to provide housing facility to homeless people. Under this scheme, government land will be made available to Chhattisgarh Housing Board at the rate of Re. 1 per square feet. Under this scheme, one lakh residential buildings will be built in all urban, semi-urban and major towns of the state.
He said that Cabinet has taken important decisions to make gauthan samities and self-help groups self-reliant under Godhan Nyaya Yojana. As per the decision, the cost of cow dung procurement (2.5 kg) out of the selling price of Rs. 10 per kg of vermi compost will be given to the concerned gauthan samiti. Similarly, Rs 0.65 will be given to the expenditure on processing and packaging to the concerned group. LAMPUS or packs and co-operative bank will be given commission of Rs 0.45 and Rs 0.05 respectively for marketing of vermi compost, thus total commission of Rs 0.50 per kg will be given. It was also decided in the meeting that the potential dividend amount received from the sale rate per kg of vermicompost would be given to the Self Help Groups and gauthan samitis in the ratio of 85: 15. For development of good educational institutions in Nava Raipur Atal Nagar, where detailed layout has not been prepared at the sector level, Cabinet has decided to increase the premium rate for educational purpose in such sectors from 3706 per square meter to 2475 per sqm and to allocate land through tendering process. To encourage investment, employment and settlements in Nava Raipur Atal Nagar, a proposal for re-determination of development fee of infrastructure at the sector-level was approved. Under which the premium rates have been reduced from 10 to 21 percent on average.

Cabinet has decided to give away 15 per cent of the net income from the trade of tendupatta to the collecting societies for the trade of unified small forest produce as well as lac. Committees would do this work under the guidance of the State Minor Forest Produce Association.
Cabinet approved the Draft MoU for establishing minor forest produce based processing industries, to be signed by the State Government, Chhattisgarh State Small Forest Produce Association and private investors, in the meeting today. Decision to conduct DGPS survey work in forest areas of state with CAMPA fund has been taken.
The draft amendments in sub-rules (one) and (two) of Section 31-A of the Detention Act-1900 were approved. Cabinet has decided to impose the prescribed water rate from time to time for the source (government / natural / self-made etc.), approved by the government for water-supply to the industrial institutions under the state.
For the development of telecommunication infrastructure in Chhattisgarh, Cabinet has approved the draft of the Right of Way Policy-2021. Cabinet has approved procurement of sugar stock required for PDS through open tender for one year from February 2021.
Cabinet has decided to entrust financial rights of up to Rs 5 crores to the District Water and Sanitation Mission in form of single / group tender for single / group tap water scheme or retrofitting works (works within the village) for implementation of Jal Jeevan Mission for implementation of Water Life Mission. Similarly, under the group water supply schemes (works outside the village) all rights related to the implementation of various works have been assigned to the State Water and Sanitation Mission.
Cabinet has decided to allot land for Shri Shankracharya Ashram Manav Seva Avam Jan Kalyan in village Boriyakala Tehsil and in Raipur district at token rate, waiving off the interest and land lease amount.
Cabinet has decided to allot the properties built on government land to Raipur Development Authority at the rate of Re 1 per sqft.
The proposal of Chhattisgarh Excise Policy for the financial year 2021-22 was approved.
The draft amendment to Chhattisgarh State Rural and Other Backward Classes Area Development Authority Reorganization Rules-2020 has been approved. The draft of Chhattisgarh State Rural and Other Backward Classes Area Development Authority Fund Rules-2020 has been approved.
