Heavy rush in market after permission granted to open 11 identified markets

Raipur, Apr 25: Heavy rush was seen in Raipur market on Tuesday with people defying social distancing norms and not wearing masks after the permission granted to open 11 identified markets in the capital Raipur from Tuesday with full relaxation. It is notable that the lockdown was extended till 6 am on May 31, although the process of unlocking the markets in the capital Raipur had started from May 17.
The district administration had identified 11 markets and implemented the odd-even or left-right rules, which have been removed and now the Raipur Collector has issued permission to open shops on both sides. These 11 markets was fully opened from Tuesday which includes Gole Bazaar market, Malviya Road, Ravi Bhawan, Banjari Market, Lal Ganga Complex, Jairam Complex, Sadar Bazar and Pandari Cloth Market, from Budha Talab to Lakhe Nagar, MG Road and Gudiyari market. These 11 markets were identified by the district administration, where complete social distancing would be followed, now the administration has decided that shops of both side will be opened till 5 pm. Chhattisgarh Chamber of Commerce and Industries President, Amar Parwani thanked Raipur Collector S. Bhartidasan and said that administration has approved the demand of the chamber.
He appealed to all traders to ensure that social distancing is followed consistently and ask the customers visting the shops to use the mask. Parwani said that the Chamber has informed the President-General Secretary of the All Traders Association of these 11 markets to help fight the deadly disease like corona in their areas and to carry out the business activites following the guidelines of government and get self and employees vaccinated, he added.

All shops opened, odd-even, left-right pattern formula rolled back

Amid the lockdown, there is a big relief to the traders of the capital. All shops have been allowed to open from Tuesday. Odd-Even, left-right pattern formula also ended on Tuesday. Orders have been issued to close all the shops by 5 pm. The shops are instructed to follow the Covid Guidelines. The night curfew will have to be followed from 6 pm onwards. The state government has given instructions to all the collectors. Hotel and restaurant will not have dinning facility Wedding ceremony will be held in the presence of 10 people in marriage hall and malls will not be opened. Section 144 will continue to be applicable in the entire state. All the cinema halls of the state will remain closed for the time being. The lockdown will not be extended after May 31 in the 25 districts of the state. Corona cases in 25 districts of the state have come down by 8%. The state government has issued orders to collectors for exemptions in districts with less than 8 percent infection.

Restrictions on these will continue

* All marriage halls, swimming pools, cinema halls and theaters will remain closed during the unlock.
* Schools and colleges will be closed for students. Only students who appear in the exam will be allowed hostel accommodation. Coaching classes and all other academic activities will remain closed except for all examinations permitted by the government.
* All types of meetings, processions, dharna, demonstrations, social, political and religious events etc. will be completely banned.
* Resorts and all religious places, cultural, tourist places Muktangan, Jungle Safari etc. and other public place group events will be completely banned for the general public.
* The wedding program will be allowed to be held in the residence and hotel on the condition of strict observance of the Covid-19 protocol. The event can be attended by a maximum of 50 people.
* Similarly, the maximum number of people who will be involved in the funeral procession and other related rituals will be 20.

Shops granted permission to open

* All types of permanent and temporary shops, shopping malls, commercial establishments, road side vendors, super markets, super bazaar, fruits, vegetable markets, markets, grains markets, showrooms, clubs, liquor shops, salons, beauty parlour, Spa, Park and Gym will be open till 6 pm.
* All the shops will be closed only on Sundays.
* Home delivery, take-away on-line and through telephonic orders from club-restaurants, hotels and restaurants will be allowed, but in-house dining will remain prohibited.
* The delivery time from club-restaurants, hotels and restaurants will be up to 9 pm in the night and the maximum time of home delivery till the residence of the general public, customer will be up to 10 pm at night. Use of hotel kitchen / own restaurants will be allowed for in-house guests in a hotel.
* All the offices of Raipur district will normally remain closed for the general public till further orders. However, ensuring cent percent attendance of officers, offices will be opened for urgent needs for office and general public with 50 percent rotation of employees.
Sub Registrar office will function with tokens and online system with the necessary staff. Permissions for telecom, railway and airport operations and maintenance offices, workshops, loading-unloading work at rake point, bulk transportation of food items, transportation for paddy milling will remain open.
* All hospitals, medical shops, clinics and veterinary hospitals will be allowed to operate within their stipulated time. Medical shop operators will give priority to home delivery of medicines for patients.
Petrol pumps, gas agencies and medical shops will be able to open for a full period of time, but gas agencies will give priority to delivery of gas cylinders to customers through telephonic or online orders.
* Government fair price shops will be allowed to open with a token arrangement, subject to strict adherence to the condition of not allowing without masks, physical distancing, regular sanitization and congestion within the stipulated time by the Food Controller, Raipur.
* It will be mandatory for free distribution in all the shops, to keep masks for sale and to keep the sanitizer for the use of the employees, customers working in the shop. All persons involved in the home delivery system will be required to undergo a Covid-19 test at regular intervals. Also, during home delivery, it will be mandatory to wear a mask and strictly follow the physical distance.
* Strict adherence to mask and physical distancing will be mandatory. Action will be taken to impose penalty as per rules and seal shop for 30 days in violation of physical distancing or violating the instructions issued by the State Government.
Night curfew lockdown will continue from 6 pm to 6 am every day. During which home delivery from hotels, restaurants and loading-unloading of bulk cargo, warehouse, cargo, fruits, vegetables will be allowed within the stipulated time. All activities except emergency activity will remain closed.
