Revised Non-Executive Promotion Policy issued at BSP

Bhilai, Jun 26: The revised Non-Executive Promotion Policy (NEPP) has been issued at SAIL-Bhilai Steel Plant after signing of the Record Note of Discussion between BSP management and BSP’s recognised Union Steel Employees Union at Ispat Bhavan Conference hall on June 25, 2021.
ED (P & A) SK Dubey, CGM (Personnel) Nisha Soni, GM (Personnel) AK Sahu, GM (Personnel) Sheeja Mathew, GM (Personnel) SK Soni, GM (Personnel) JN Thakur, GM (Personnel) Anuradha Singh, GM (Personnel) Shikha Dubey, GM (Personnel) Santosh Kumar, DGM (Personnel) Ajay Kumar and Manager (Personnel) RP Vasant Kumar were present on the occasion. Acting President, Steel Employees Union Piyush Kar, Secretary SK Baghel and other members of Steel Employees Union and Senior officials were present on the occasion.
ED (P & A) SK Dubey said that he hoped the implementation of the revised Non-Executive Promotion Policy (NEPP) will boost the morale of Non-Executives and will help BSP in regaining its image as SAIL’s flagship unit. The previous NEPP was made in the year 1985 and was implemented in late 80’s and early 90’s in different departments. There were some issues in the old NEPP, like stagnation of employees for a long time in a particular designation.
A 5-member Committee was formed with members from Personnel department in April 2020 to study the issues with the old NEPP and give their recommendations to provide equal career growth opportunity for all employees. The issues discussed by the Committee include providing equal opportunity for Promotion, not being stagnant in the same post for a long time, giving impetus to performance and attendance of employees in their Promotion, inspiring employees for improving production and productivity etc. The Committee presented a draft of the revised NEPP to the management on December 14, 2020. After getting permission from the management, the NEPP draft was presented before Steel Employees Union on January 06, 2021. The final draft of NEPP was made after holding various rounds of discussions on varied issues on the proposed Policy with Steel Employees Union.
The salient features of NEPP include removing hurdles in the old NEPP, providing equal career growth opportunity to each employee, giving respectful designation to the employee, giving importance to performance and attendance of employee in their promotion, fostering team work between Operation and Maintenance stream and motivating employees for improved productivity.
The revised Non-Executive Promotion Policy (NEPP) is meant for Non-Executives of Works and Non-Works area and will be applicable from December 31, 2020 and will be implemented in a phased manner in different departments.
After the signature on the Record Note of Discussion between BSP management and BSP’s recognised Union Steel Employees Union, information on the revised Policy was given to members of different Unions including Bhartiya Mazdoor Sangh, Ispat Shramik Manch and Bhilai Workers Union.
