Jageshwari Bisen not eligible for IT consultant

Jageshwari Bisen, wife of Arun Bisen, who was Officer on Special Duty (OSD) of former Chief Minister Dr Raman Singh, was not eligible for Information Technology (IT) consultant at Nava Raipur Atal Nagar Vikas Pradhikaran (NRANVP).

Jageshwari Bisen was posted as IT consultant for Smart City Project at NRANVP. Housing Department, Government of Chhattisgarh conducted a preliminary investigation about Jageshwari Bisen’s appointment at the NRANVP. During the preliminary investigation, it was found that Curriculum Vitae (CV) of Jageshwari Bisen was not available in the record of the NRANVP.

The CV of Jageshwari Bisen was wanted from Messrs Lee & Associates for investigation. According to the received CV provided by the organization, Jageshwari Bisen worked as Professor of Computer Science at Professional Institute of Engineering and Technology from August 14, 2013 to March 3, 2017 and she worked as Software Developer in Net Technology at Console India Communication Private Ltd from July 1, 2009 to September 9, 2010.

Jageshwari had presented the experience certificate of total 4 years 10 months and 18 years only. The Department sought the details about the eligibility criteria for the post of IT Consultant. The eligibility for the IT consultant was MCA or BE/B.Tech (CS) from a reputed institute, 5- 7 years of experience in data base management including knowledge of oracle etc, web technology including knowledge of HTML, Dream wall, knowledge of programming using languages such as C, C++, MS visual basis etc.

The certificates of Jageshwari Bisen were not verified during the recruitment. According to the RFP of the registered organization for Infrastructure Projects Support Services, the deployment of the personnel will be done on approval of the NRANVP and payment for all the positions will be made as and when deployed to the site on the monthly basis. Maximum age for the onsite personnel in the Infra PSC will be 50 years for Team Leader and 45 years for other members of the team as on 31.12.2014. No interview of the candidate was conducted by the NRANVP.

Congress leader Vikas Tiwari submitted a complaint letter to Chief Secretary Sunil Kujur regarding the appointment of Jageshwari Bisen. The Chief Secretary ordered to conduct an investigation in this matter. The sources claimed that the State government may serve notice to the then Chief Executive Officer (CEO) of NRANVP Rajat Kumar.
